Conversion to STEP Export seems slow. Is there anything I can do? Is it possible to generate STEP output with drilled holes in metal?

What I need to do at the moment is take in gerber data along with a netlist and XY data and create complete ODB++ data including all of this information. Is this possible?

I’m trying to import image of scanned PCB into FAB3000. But I don’t know how to do it to keep a proper scale according to real PCB dimensions.

Is there a mechanisms for visualizing the drill holes (NC)? I thinking that we could use this file along with the mechanical border to create a dielectric layer?
