Is it possible to copy a set of objects from one layer onto multiple layers at the same time. paste seems to only work with a single layer.

Thanks for your question, please use "Copy To Layers". Go to menu: Edit > Copy To Layers..

Here's a somewhat related movie tutorial (you can select all layers that you wish to have objects copied to),
