I still don't understand how to duplicate a layer to make it 1: 1, for example from a top to make Bottom

Please perform the following:

1. Select all objects on the source layer.

2. Go to menu:  Edit > Copy To Layers..

3. Press Button "Add Layers..." and assign the new layer you wish to have.

4. Press OK.

Your new layer will be a duplicate of the source layer.
