After importing some gerbers I notice some white phantom graphics in the background. I have found that changing the name of layer, Board_Outline, to BO the phantom graphics goes away. What is going on?

The phantom graphics is FAB 3000 attempting to display a PCB profile (in the background) for your reference.  In ODB++/2581 the border profile is clearly defined.  In Gerber files "anything goes" for border layer.  https://support.numericalinnovations.com/support/discussions/topics/14000019241

To disable the Profile/Outline view, uncheck menu:  View | Outline/Profile, and it will disappear.
