Layer Display - unable to make visible in V8

In version 7 there was a display layer frame on the left side of the screen, I can't figure out how to make that visible in the version I have just installed. Please provide direction.

I've tried View > Layer select and nothing changes and the only thing I can find is the layer table and that is so clunky.
