How do I create a Test Point?

Test Points appear as Circle Outlines with one of the following:

1. Top Side Test Point:  Downward Triangle

2. Bottom Side Test Point:  Upward Triangle

3. Top and Bottom (i.e. Thru-Hole):  Both Downward and Upward Triangles.
