I was able to add the mouse bites but I haven’t gotten them where they need to be (75% inside of board outline) Would this be offset I need to adjust?

Yes, to change the depth of the hole location you can modify the offset setting in the Add Tabs dialog.

A negative number will place the holes further inside your PCB, and a positive number will move the holes further outside.
