I’m trying to convert pdf to dxf by using ACE3000. Unfortunately the generated DXF file is empty.

Your PDF contains "Raster data" (i.e. embedded images with anti-aliasing).  Both ACE and FAB require "Vector" objects like Lines, Arcs, Text, Circles, etc.
