What purpose is Copper Pour option "Fill to Border"?

Fill to Border -- Copper Pour will fill to the border that you have either drawn or selected.  If you uncheck it, then it will back off from the Border using the Clearance setting.  It should have absolutely no effect on any internal pads, objects, or cause shorts.
