I have viewed your drill file, and the only thing you need to set is to change the Zero Suppression setting from "Leading" (the default) to "Trailing". Once you do this FAB 3000 will always remember and load your drills correctly. Here's a sample movie tutorial: http://screencast.com/t/2tQgeIkf
