How do I export a DXF file that only contains outlined data?

During DXF Export options, go to Entity Output set to "MERGE (Outlines Only)"  or "MERGE (Outlines Only holes on separate layer)".  See image below:

When using this method the output is ~.001" larger than the actual traces.  The as solids (filled) is exact but there is a lot of extra geometry.  Can the export merge (outlines only) be set to be exactly the same size as the traces?
