When I open FAB3000 (or load a series of Gerber files), the left column that shows the layers panel and aerial view is not shown.

The layers panel and aerial view is known as the "Design Navigator." To restore the design navigator go to: "Set Up / Customize / Toolbars" then check the design navigator box.
