When exporting drill files I notice "DETECT,ON" and "ATC,ON" in the header file. What does this do?

DETECT,ON will instruct the drilling machine to "Detect broken tools". This is usually recommended but you can remove it if you like.
ATC On tells the drilling machine to use "Automatic Tool Change". This improves speed instead of having an operator manually change the tools by hand. This is usually recommended but you can remove it if you like.
